No pedals to confuse them, training wheels while they need them. Once they are ready, remove them and they develop their own balance. The fastest route from wobbly walker to confident rider.

Low mode caps at 6 km/h — perfect for first-time throttle control. Medium once they start to get confident at 12km/h & High mode opens up to 20 km/h once they've got the hang of it. Same bike, multiple years of learning.
